Application of International Law in Cyber Warfare Operations by Afroditi
Papanastasiou
Abstract: In the not-so-distant future, a concerted ?Cyber Attack?, effectuated
via the Internet, could cause massive destruction to any society dependent on
computer networks, especially in key target fields of transport, energy supply
and communication infrastructures, leading to human casualties and serious
destruction of property ? reproducing the same, if not more, damage that would
be caused by conventional armed attacks.

New Registrar Accreditation Application
ICANN has modified its Registrar Accreditation Application. The new application,
which is effective immediately, represents the first significant change in 10
years to the application process, and was introduced to meet requirements in the
new Registrar Accreditation Agreement adopted in 2009. Additional enhancements
to the screening process were included based on community input that called for
the strengthening of the requirements for registrar accreditation, and to
address changes that have arisen in the registrar marketplace. The new
application remains consistent with the Statement of Registrar Accreditation
Policy.

MOPO - The Latest Speed Bump on ICANN's New gTLD Superhighway by Michael D.
Palage
ICANN is a Petri dish for acronyms. The latest one to be introduced into the
ICANN lexicon is MOPO which is short for Morality and Public Order. MOPO is one
of the four grounds by which a third party can challenge an application for a
new generic top-level domain (gTLD). The profile of MOPO recently increased when
ICANN's Government Advisory Committee (GAC) provided formal advice to the ICANN
Board regarding the current MOPO procedures set forth in ICANN's Draft Applicant
Guidebook (DAG) for new gTLD applicants. The resolution of this issue will
largely determine whether new gTLD applications will be accepted by ICANN in
2011 as planned or sometime in the far distant future. more?

Suggestions on IDN Variant Management by Limei Liu
To some applicants, ICANN's variant management policy in DAG4 has become a big
obstacle to the new generic Top-Level Domain (gTLD) application. The policy is
to delegate the string while reserving the variants, and these variants will not
be delegated until a sound mechanism is developed and the desired variants are
evaluated. But for some languages, Chinese for example, the so called string and
its variant, namely simplified Chinese and traditional Chinese, are equivalent
and must be simultaneously delegated.

Number Resource Organization Report Highlights Strong Growth in Both IPv4 and
IPv6 Allocations
A new report issued by the Number Resource Organization (NRO) has found that
demand for both IPv4 and IPv6 address space is continuing to grow. The Internet
Number Resource Status Report for the first quarter of 2010 is based on data
collected by the five Regional Internet Registries (1) (RIRs) that oversee the
allocation of all Internet number resources, and outlines RIR allocation of IP
address space (IPv4 and IPv6), as well as AS number assignments.
http://www.nro.net/media/nroReportHighlights.html

Is the End of the Internet Near?
It is now a bit more than 18 years since Frank Kastenholtz first noticed that
assignments of one class of IP addresses would soon outrun supply. This
observation led the press to think that the Internet was running out of all IP
addresses (it was not) and to the IETF initiating a process to develop a "next
generation" Internet protocol that would have vastly more addresses so that it
would, in theory, never run out.
http://www.networkworld.com/columnists/2010/0090810bradner.html
http://www.pcworld.com/article/205294/.html

Background Radiation in IPv6
It's clear that these days the IPv4 Internet is now heavily polluted with
various scanners and probes that attempt to detect the presence of vulnerable
systems. This traffic is "dark" traffic in that it exists irrespective of
whether it solicits a response from a remote system or not. Background levels of
traffic associated with scanning, backscatter, misconfiguration and leakage from
private use contexts all contribute to this traffic volume. If IPv4 is so
polluted, then what about IPv6?
http://www.potaroo.net/ispcol/2010-07/dark6.html

The Impending Nightmare of IPv6 [ITworld]
Recently, I've been writing a lot about IPv6, the next generation of the
Internet Protocol that makes the Internet and most home and business networks
go. Now, like it or lump it, we, starting with our businesses and mobile devices
and eventually our home networks, are all going to have to move to IPv6.

New Paper: Building a new governance hierarchy: RPKI and the future of Internet
routing and addressing by Brenden Kuerbis
It's likely the most important governance issue you've never heard of. The
resource public key infrastructure (RPKI) and efforts to secure the Internet's
routing system could have a profound effect on the future of the internet. A new
paper by the IGP attempts to broaden awareness of this issue by shedding light
on the historical processes and policy issues raised by the RPKI. We explain why
the RPKI has important governance implications for: 1) the autonomy of ISPs, 2)
the centralization of institutional power and global compatibility, 3) the
business models of the RIRs and their relationship to ICANN, and 4) the role of
governments in Internet governance.

The Local Frontier of the Global Internet: Networked Individuals and Communities
of Digital Britain by William H. Dutton [Oxford Internet Institute, University
of Oxford]
Abstract: Worldwide diffusion and use of the Internet is changing how we
communicate, but also reconfiguring patterns of local and global communication -
shaping what we know, and whom we know. Rather than undermining social networks
and local communities in the ways feared by many critics of new media, use of
the Internet is empowering ?networked individuals? and their communities - local
and global. This general theme is based on a synthesis of empirical research,
and analysis of data gathered on the use of the Internet by people living in
Britain and around the world. Longer-term outcomes will depend on how networked
individuals and institutions will use the Internet in a rapidly evolving
regulatory context that could enrich or undermine digital Britain. This paper
was prepared for the Joseph Rowntree Foundation?s Programme on Globalization, UK
Poverty and Communities.

Russia Uses Microsoft to Suppress Dissent
It was late one afternoon in January when a squad of plainclothes police
officers arrived at the headquarters of a prominent environmental group here.
They brushed past the staff with barely a word and instead set upon the
computers before carting them away. Taken were files that chronicled a
generation?s worth of efforts to protect the Siberian wilderness.

Beyond "Censored": What Craigslist's "Adult Services" Decision Means for Free
Speech
On Saturday, after years of pressure from law enforcement officials, Internet
classified ad web site Craigslist bowed to demands to remove its "Adult
Services" section which critics charged encouraged prostitution and other
sex-related crimes. Or at least it appears that it did. Without explanation,
following the latest in a series of open letters from state attorneys general
decrying the third party content permitted on the site, Craigslist replaced the
"Adult Services" link that formerly appeared on the front page of the site with
a white-on-black "censored" bar. Whether this move will substantially affect the
rate of illegal prostitution across the country remains to be seen. Many, even
some of Craigslist's critics, appear to have their doubts. If nothing else,
however, this latest turn in the AGs v. Craigslist saga underscores the
misguided nature of the AGs' tactics as well as the fundamental disagreement
that we (and Congress) have with the AGs' vision of how the Internet should
operate.
