Interesting how this idea of 'capture' is used to find means to limit
memberships.  It would be people with a direct involvement in the DNS
issues, the ones most likely to hold domain names that would be interested
in any such 'capture' and the only means to avoid specific interests or
minorities having too much control is to broaden the membership and make
sure that you have a wide cross section of membership covering all the
groups that have an interest.

The functioning of the .au name space is an issue that (or will eventually)
affects all of the community, if they do or don't have a domain name of
their own.

It is up to the bodies being developed to "control" that name space to
ensure participation is available to all who are or will be effected by the
policies being developed, which is everyone in Australia.

Agreed it is not an easy process and may take some time to implement.  That
does not mean it should not be done.
