I suggest that adding bodies established by Act or regulation of an Australian government, and associations of those bodies, to the list. I'd also like to object to the period of time for comment. Many government organisations and community concerns have regular monthly meetings that consider and decide policy and the proposed timetime does not allow consideration by those policy-setting bodies. Some of these bodies have constitutional provisions about the length of notice required for a non-scheduled Extraordinary Meeting.
