I should chime in here with a point of correction. ISO 3166 national top level domains are delegated by IANA. Requests to change the delegation should be addressed to IANA. Generally when such a request is addressed to IANA the IANA is looking for an appropriate level of consensus or authority from the country involved as a precondition of redelegation. The IETF is not involved in this administrative process.
