ICANN 54 Review

ICANN 54, which took place in Dublin, Ireland, last week, featured some
familiar scenarios including IANA transition-related challenges and
expressions of interest for another round of the New gTLD Program, alongside
some unexpected conflagrations and controversies regarding ICANN's role in
online content regulation.

ICANN 54: Addressing the Accountability Question

The ICANN 54 meeting was held in Dublin from 18-22 October 2015. Attracting
around 1,800 attendees, the big topic over the course of the week was the
ongoing project to transition stewardship of the IANA functions to the
global multistakeholder community.

Transition is a noun, not a verb: Thoughts on the Dublin ICANN meeting by
Milton Mueller

The Dublin meeting was not a train wreck. That much we can say. My
assessment of ICANN 54 is not, to put it mildly, as chirpy as that of the
Internet Society CEO, but it is more objective and nuanced. Insofar as
progress on the transition is concerned, the deliberations among the CCWG,
the GAC and the ICANN board averted a rupture that would have jeopardized
the transition. But it did so primarily by caving in to the
board-promulgated fears of creating a membership, and by side-stepping
contentious issues. There are still a lot of loose ends.

Become a Berliner! How international Brands localize with dotBerlin domains
by Katrin Ohlmer, Head of Marketing, dotBERLIN GmbH

International brands are used to their dotCom domain names. Nevertheless
their target groups want to be addressed locally. DotBerlin domain names
offer the opportunity to approach Berliners the way they like it - in
Berlin, the digital way. With dotBerlin, companies can stick to their dotCom
domain and add a fresh, local dotBerlin domain to their portfolio in order
to narrow down their communication to the local level and reach their Berlin
audience online. There are several cases that show a variety of domain
strategies.

The Problems Experts And Privacy Advocates Have With The Senate's
Cybersecurity Bill

Forbes: "The threat information that can be shared is defined broadly and
functionally. That's kind of necessary because nobody knows how technology
will evolve and what types of information might need to be shared in the
future, so you don't want strict technical definitions. The counter balance
to that should be strong use restrictions. If you are going to have a broad
sharing authorization, at least have a strong use restriction so that which
you share can only be used for the purpose for which it was shared."

Privacy-infringing Cyber-surveillance Bill Passes in Senate

With today's passage of the Cybersecurity and Information Sharing Act (CISA)
(S.754), the privacy of Americans was greatly eroded, and the extent to
which the bill would improve cybersecurity is unclear. The Center for
Democracy & Technology has long advocated against the cyber-surveillance
bill and its provisions that mandate that any personal information shared
under the cybersecurity umbrella the bill opens up is shared immediately
with a raft of government agencies, including the Federal Bureau of
Investigation and the National Security Agency.

.Top Domain Takes Top Spot on This Week's Sales Chart - Single Digit Domain
Draws $79,000

New gTLD .top continues to be popular with Chinese buyers. They love numeric
domains, especially those with the number 8, so 8.top could be considered
one of the best names in the entire TLD. That's why it was able to attract
CNY 500,000 ($79,000) in a sale handled by the Jiangsu Bangning registrar.

Brand Abuse Lurking on Social Media

Today's consumer uses multiple channels to engage with your brand. They
visit physical stores, online websites, mobile apps, social media sites and
so forth. Brand owners expect their customers to have a consistent brand
experience across all these channels. Unfortunately, fraudsters want to
leverage your brand to monetize for their own gain - and customers end up
falling victims to their scams.
