Abstract: ICANN ... as a non-state actor, with no clear source of authority under international law, ICANN has weak claims to formal legitimacy. To bolster its normative claims to legitimacy, ICANN has introduced internal structural and procedural safeguards to ensure transparency and accountability. Its structural safeguards, based on the multi-stakeholder model, entrench roles for governments, the private sector and civil society in the policy-making process. The privileged position given to government representatives in the Governmental Advisory Committee (GAC) enhances ICANN?s weak claims to legitimacy, but risks undermining procedural safeguards through undue government influence. ICANN?s procedural safeguards include requirements to act openly, transparently and fairly, and incorporate an independent review mechanism.

Last year on Cyber Monday, consumers spent $1.98 billion shopping online, topping Thanksgiving online sales by 17 percent. That's a serious amount of electronic traffic, which provides ample opportunities for bad actors to sneak their scams and fraudulent offers in among the deals. The best way to stay safe as you shop online this weekend is to be alert and aware of the realities of the Internet. To look at some of the potential pitfalls facing shoppers this season, the Coalition Against Domain Name Abuse (CADNA) examined the registered typo variations of the top 100-trafficked websites as determined by Interbrand. We found 2,089 domain names in this category. We then examined the registration information and content for each domain.

Montreal based iWeb was the most reliable hosting company in October 2013 with only two failed requests. Two days ago the US IT-infrastructure company Internap announced plans to buy iWeb in a deal worth $145m. Both companies provide IaaS and are corporate sponsors of the OpenStack foundation. Internap has data centres around the world which will allow iWeb to expand on its four data centres, all based in Canada.
