Access Denied: The United Nations couldn't control the Internet even if it
wanted to.

The International Telecommunication Union, a special U.N. organization that
is "committed to connecting all the world's people," is in the middle of 10
days of largely closed-doors meetings in Dubai, where the agenda seems more
aimed at controlling global communications. In opening remarks to the 2,000
delegates from 193 countries, ITU Secretary General Hamadan Tour? emphasized
that cybersecurity should come first and, implicitly, that it should come
under his purview. For all the commitments to openness that he and others
profess, this conference is about the national security interests of states.

ca: Federal government must lead national cyber-bullying strategy, Senate
report says

Canada's needs a national strategy to combat cyber-bullying, a Senate
committee says, and the federal government must take the lead to correct a
hodge-podge of initiatives, definitions and programs that don't effectively
address the problem nationwide. ... Some witnesses argued the government
should enact laws to intervene more in Internet regulation because current
industry standards make it difficult for bullied teens to get inappropriate
content removed from websites. Facebook and the Canadian Internet
Registration Authority supported what the committee termed a "hands-off or
light-touch" approach to regulating the Internet, arguing that
anti-cyber-bullying efforts should focus on funds for research and
educational campaigns.

The Role of the 2002 Security Guidelines: Towards Cybersecurity for an Open

This paper provides an overview of the history of the OECD Guidelines for
the Security of Information Systems and Networks: Towards a Culture of
Security ("Security Guidelines") since the adoption of their first version
in 1992. It explains that the 2002 revision of the Guidelines introduced a
fundamental paradigm shift in the way IT security was previously addressed,
in order to take into account the emergence of the open Internet and the
generalisation of interconnectivity.

The State of Intellectual Property Around the World

Economies are slowing across the globe. But inventors across the globe
apparently didn't get that memo. Patent filings and grants have exploded in
the past few years -- fueled, in particular, by innovations coming out of,
and into, China. And fueled, as well, by new fields -- computer
technologies, communications platforms -- that invite inventors to make
their marks on them.

The Role of the 2002 Security Guidelines: Towards Cybersecurity for an Open
and Interconnected Economy

This paper provides an overview of the history of the OECD Guidelines for
the Security of Information Systems and Networks: Towards a Culture of
Security ("Security Guidelines") since the adoption of their first version
in 1992. It explains that the 2002 revision of the Guidelines introduced a
fundamental paradigm shift in the way IT security was previously addressed,
in order to take into account the emergence of the open Internet and the
generalisation of interconnectivity.

Cybersecurity Policy Making at a Turning Point: Analysing a New Generation
of National Cybersecurity Strategies for the Internet Economy

This report analyses the latest generation of "national cybersecurity
strategies" in ten OECD countries and identifies commonalities and
differences. The analysis reveals that cybersecurity policy making has
become a national policy priority and relies on holistic strategies
supported by stronger leadership which aims to drive economic and social
prosperity and protect cyberspace-reliant societies against cyber-threats.

Google Chairman Says Android Winning Mobile War With Apple: Tech

Google Inc.?s Android is extending its lead over Apple Inc. in the
mobile-software market at a rate that compares with Microsoft Corp. (MSFT)?s
expansion in desktop software in the 1990s, Google Chairman Eric Schmidt
said. ... The company avoided about $2 billion in worldwide income taxes in
2011 by shifting $9.8 billion in revenue into a Bermuda shell company,
almost double the total from three years before, filings show. Governments
in France, the U.K., Italy and Australia are probing Google's tax avoidance
as they seek to boost revenue. Schmidt said the company's efforts around
taxes are legal. ... "It's called capitalism," he said. "We are proudly
capitalistic. I'm not confused about this."
