This paper presents a taxonomy for understanding current themes and controversies in Internet governance, presents a canon of interdisciplinary Internet governance scholarship, and identifies some emerging issues that present a moment of opportunity for new research. The following are the current themes this paper describes: critical Internet resources; Internet protocols; Internet governance-related intellectual property rights; Internet security and infrastructure management; and communication rights. Areas in need of additional research involves the increasing privatization of Internet governance, particularly at the level of infrastructure management. Recommended areas for additional study include: 1) private sector backbone peering agreements at Internet exchange points (IXPs); 2) network management via deep packet inspection; and 3) the increasing use of trade secrecy laws in information intermediation. http://ssrn.com/abstract=1678343 Europe calls for global internet treaty Europe has proposed a global Internet Treaty to protect the net from political interference and place into international law its founding principles of open standards, net neutrality, freedom of expression and pluralistic governance. http://www.computerweekly.com/Articles/2010/09/17/242901/Europe-calls-for-global-internet-treaty.htm Decoding the happy talk at an IGF plenary session by Milton Mueller The IGF has many valuable and productive workshops going on but it has never figured out what to do with its plenary sessions. You bring 1000+ people from all over the world into a single room - people who are interested and involved in Internet governance. What do you do with them? http://blog.internetgovernance.org/blog/_archives/2010/9/16/4632027.html Best...IGF...Workshop...Ever by Milton Mueller The IGF workshop "Routing and Resource Certification," co-organized by IGP and LACNIC/NRO, was in my humble and slightly biased opinion one of the most successful uses of the IGF's format ever. It brought together diverse stakeholder participants to engage in highly substantive, sometimes intensely contested, but constructive discussion of an issue where there is a real need for knowledge. The sharpness of many of the exchanges only demonstrated the gaps in understanding that existed between various participants in the debate, and the way that an open and unmanipulated dialogue can improve that situation. http://blog.internetgovernance.org/blog/_archives/2010/9/15/4631060.html A U.N. Internet Governance Power Grab? At the IGF meeting earlier this week in Vilnius, Lithuania, Rod Beckstrom, President and Chief Executive Officer of ICANN expressed his concern and worry about efforts by some governments to constrain the independence of the Internet at the upcoming U.N. General Assembly session. http://blog.heritage.org/2010/09/16/warning-sounded-over-upcoming-u-n-general-assembly-deliberations-on-internet-governance/ The UN Wants to Fix The Internet by Gregory Francis A beacon of transparency and true international cooperation packed up this week as participants in the 5th IGF made their muted good-byes. No one is sure whether they will meet again next year or, if they do, under what circumstances. That's because the UN is looking to fix the IGF, a puzzling task for the busy UN since the IGF is manifestly not broken. http://www.circleid.com/posts/20100917_the_un_wants_to_fix_the_internet/ Neelie Kroes Vice-President of the European Commission responsible for Digital Agenda Moving from reflection to action on internet governance Address at opening session of IGF Vilnius, 14 September 2010 Ladies and Gentlemen, It is an honour to address you today at the fifth meeting of the IGF. I am very pleased that four years after the first meeting in Athens, this forum is hosted again in the European Union. In a way, it reflects the importance Europe attaches to internet governance. Today (September 17) is the last day of the 5th IGF meeting held in the Lithuanian capital of Vilnius. Previous meetings have been held yearly, starting in Athens in 2006 and then moving on to Rio, Hyderabad and Sharm El Sheikh. This meeting is the last in the current IGF schedule (although it appears a new 5-year round of meetings is set to be announced). http://stephanevangelder.com/archives/341-The-IGF-in-Vilnius-much-ado...html Regulatory Approaches to Net Neutrality in Europe and Beyond by Angela Daly [European University Institute - Department of Law (LAW)] Abstract: Net neutrality, the principle of non-discrimination by Internet Service Providers (ISPs) between different kinds of Internet traffic and non-restriction of legal content, sites and platforms, has become increasingly prominent in telecommunications policy agendas in various countries. The debate on net neutrality has been provoked by concrete instances of ISPs prioritising certain types of information, and blocking access to other types. Regulatory bodies have responded to this issue in different ways and at different points in time. This paper will set out what these regulatory responses have been to date, with particular regard to the European context. Net neutrality has been approached at a domestic as well as European level so far, with inter alia Norway already issuing Guidelines on Net Neutrality, France currently running a public consultation on it, and the European Commission expected also to do so in the next few months. These measures will be analysed, with a comparison made to approaches to net neutrality in other parts of the world, such as the USA, where a fierce debate has been raging, and Chile, which has already adopted rules to govern the issue. The extent to which these measures accord with the promotion of competition (for the economic welfare of consumers), and protect and enhance Internet users' rights (especially free expression, right to information, and privacy) will be assessed. In addition, an examination will be made as to whether a consensus, either at the European or global level, on net neutrality is being established by these regulatory actions. Suggestions for any appropriate future action on net neutrality will conclude the paper. http://ssrn.com/abstract=1675744 ********************** DOMAIN NAMES ********************** ********************** - ICANN ********************** Public Comment: Numbers & Hyphens in .NAME Domain Names ICANN is today opening a public comment period on a proposed amendment from VeriSign Information Services, Inc. to Appendices 6 and 11 of the .NAME Registry Agreement. http://icann.org/en/announcements/announcement-3-16sep10-en.htm Location Recommendations Now Being Accepted for ICANN's 2012 Meeting in Latin America ICANN is actively seeking a location for its 43rd meeting to be held 11-16 March 2012 in Latin America.
