you are not explaining yourself clearly. exactly how is finding out if a 
domain
has traffic and removing risk, an abuse of the system? surely thats a smart 
thing to do?

do you buy a business without looking a the books? do you buy a painting 
without checking that its authentic?

how is eliminating risk abusive?
