I think it does. you are always willing to sacrifice other people freedoms for your views of what is "good" for the collective, which of course you are uniquely placed to determine. in this instance the same proposition applies. secondary market in your and other commies estimations are "bad" for the "collective" as determined by what criteria you happen to set (god only know what they are) and the liberty to sell a licence should be curtailed to make you feel better and cohere your world views.
