Actually, the police require one to make a complaint
in many many instances, and without a complaint by
someone in many cases cannot act.

So in many instances, except for crimes like murder
for example, the police do act like auDA.

And there are many organisations and government bodies
that require a complaint to be made before they will
act. 

My complaint to ACMA re the spam from Nic Mason, that
was received by many on this list, is a case in point.
