Oops. Did I say we should have a discussion on this? :) Ok, perhaps an automated system put in place. You fill in your Registrant and Tech Email, but they aren't published on the WHOIS record. If you really need one of those contacts, you fill out a form with some form of verification field (random field of skewed text that needs to be entered), a drop down box of a couple of reason you want the details, your name, company (if applicable), and your email address. Not saying this is absolutely the solution though either. Personally, I still like the opt-out idea. Anyone that actually needs for some reason to provide a technical contact probably will I figure.
