Australian citizens are eligible for .id.au domain names. Residence doesn't change that, as long as (s)he retains citizenship. The mailing address could be a bit of a problem as they do ask for an address, but none of the registrars I have dealt with actually mail you anything, so its really only a matter of finding something to put in the field...
