Ah, I've always wondered what 'close and substantial' might really mean.

Now we know - it can mean whatever you want it to mean, as common themes
are everywhere to be found.  Each of those words is a word, after all,
and they're all, well, often above nose level, which is pretty close.

Maybe we could dub the policy 'not quite exactly entirely open slather'?
