In other words the reseller takes on the responsibility, and must provide the proof of authorisation on request. Of course the registrar is ultimately liable, so this would only generally be done if the reseller was in turn worth taking legal action against - or perhaps provided a substantial bond etc. It is an area that needs to be treated carefully - and is probably a bit early in the policy evolution process to do for .au - especially given the practices of even accredited registrars that do not get permission from the registrant - let alone their resellers.
