Well, if that's all they do (i.e. enforce the naming policy) then
IMHO there is no place for them in the .AU hierarchy.

This trivial task should be performed by the registry under the
watchful eye of auDA. After all, that is the central point where
the policy should be applied, not at the distributed registrar
level. It makes no sense having 50 organisations applying
policy at this level.
