Diverting Traffic On The Web: Trademarks And The First
Amendment
What's at the heart of cybersquatting may also be at the
heart of free speech on the Internet: the diversion of
Internet users looking for plaintiff's web site to
defendant's web site. Cybersquatters register domain names
to accomplish this, while meta-infringers (as we will call
them) use HTML code and search engine optimization
techniques. Meta-infringers do this by creating keyword
density by using competitor's trademarks and permutations
thereof in their website in order to rank higher in the
search engine results when someone searches on the
competitor's trademarks.

Can ICANN Meet The Needs Of "Less Developed" Countries?
On World Telecommunications Day last Saturday, the question
of the digital divide—the difference between the so-called
"developed" and "less developed" countries in terms of the
availability and use of new information and communications
technologies, particularly regarding access and use of the
Internet—was one of the main topics of debate. However,
less is understood about the growing knowledge and
participation divide between "developed" and "undeveloped"
countries on decisions regarding the global structure of
the Internet that is currently under the mandate of the
Internet Corporation for the Assigned Names and Numbers
(ICANN).

What's In a Name - book review
A review of Milton L. Mueller's Ruling the Root, The MIT
Press, 2002. In the spring of 1998, the U.S. government
told the Internet: Govern yourself. This unfocused order-a
blandishment, really, expressed as an awkward "statement of
policy" by the Department of Commerce, carrying no direct
force of law-came about because the management of obscure
but critical centralized Internet functions was at a
political crossroads. In Ruling the Root, Mueller
thoroughly documents the colorful history both before and
after this moment of inflection, and gives a fair appraisal
both of the interests at stake and of the ways in which
those interests have influenced the course of that history.

Plan for Organization of ICANN Staff
To the ICANN Community: Since I became ICANN's President in
March, ICANN has been undertaking an analysis of the best
staff structure to achieve its mission while further
improving responsiveness to stakeholders. This analysis has
benefited greatly from contributions from many of you. The
following paper describes the resulting future structure of
ICANN’s staff which we plan to implement over the next four
to six months. Paul D. Twomey - President.
