Is this the end of the domain transfer nightmare?
An end to the frustrating, illogical and frequently abused
system of transferring domain names between registrars may
finally arrive this week at the ICANN meeting in Rio de
Janeiro.

ICANN Rio de Janeiro Meeting Topic: Criteria to Be Used in
the Selection of New Sponsored TLDs.
In "A Plan for Action Regarding New gTLDs", ICANN's
President recommended that the ICANN Board consider
immediately initiating a round for selecting three
sponsored top-level domains (sTLDs), subject to
verification that the sTLDs introduced in 2001 had not
admitted significant numbers of registrants that lie
outside of their charters. A study of that question has now
been completed and shows general adherence to the sTLD
charters.

ICANN Board at its meeting on Thursday, 27 March 2003. Both

Federated Farmers in battle for domain name
A legal battle for control of the www.federatedfarmers.com
web address is heating up and will likely see the holder of
the domain accused of "passing off" - trading on the name
and goodwill of another organisation for commercial

Why ICANN Needs Fresh Blood: A Deeper View
Paul Twomey's appointment to the presidency may be
dismaying -- critics have charged him with being an insider
-- but would simply getting rid of the insiders really
help? It's not clear that even a new set of actors is
enough to regain confidence and legitimacy in the Internet
community. Perhaps what is needed are new personalities and
new ideas to break the ideological impasse. It may be that
the personal distrust has muddied the institution itself.

Trend Towards Liberalisation Of Country Domain Names:
Enters .CN
On Monday 17 March, domain name registrations under the new
Chinese Internet address, .cn, were available for the first
time to registrants both inside and outside of China. Other
examples include country top-level domain names such as .tm
for Turkmenistan, which recently relaxed its registration
rules, and .se for Sweden, which will see registrations
open up to overseas businesses in April, and more recently
the liberalisation of .la for Lao People's Democratic
Republic meant the domain could be marketed as an address
for Los Angeles, Latin America or Louisiana...
