First Supplemental Implementation Report - Committee on
ICANN Evolution and Reform
In issuing our Final Implementation Report and
Recommendations on 2 October 2002, we noted that "it can be
expected that there may be additional inputs as a result of
review of these recommendations that would call for some
slight modifications [and that] the ERC is likely to
augment these recommendations on one or more occasions
prior to the Shanghai meeting . . . ." The ERC has been
receiving thoughtful reactions and commentary on various
aspects of the 2 October report and recommended bylaws and
will be posting supplemental reports to reflect additional
or revised recommendations. This is the first of those
supplemental reports.

Fourth Status Report: RIRs Propose Blueprint - Committee on
ICANN Evolution and Reform
On 9 October 2002, the Regional Internet Registries (RIRs)
submitted their proposed "Blueprint for Evolution and
Reform of Internet Address Management" (available in both
HTML and PDF formats). The Evolution and Reform Committee
is carefully reviewing the details of the RIR proposal, as
well as the reactions to the proposal from all segments of
the Internet community. The Committee invites detailed and
thoughtful discussion of the proposal, which should be sent
to <reform-comments&#167;icann.org>.

A shared registry system is being launched this weekend,

Playing the Name Game With the New .US Domain 
Earlier this year, a company called NeuStar successfully
bid for the right to manage the .us domain, unseating
VeriSign as the administrator for the domain. The
competitive bidding process came about when the federal
government decided to release the .us domain for wider use.
When VeriSign administered the .us domain, the company
essentially restricted it for government use.

Computer, Internet pioneer Keith Uncapher dies
Keith Uncapher, a computer pioneer at the University of
Southern California who was a key player in the development
of the Internet, died of a heart attack, the university
announced. He was 80.
