At first glance, the auDA Foundation Proposal seems to be a worthy project.

Is the proposal considered by the Board available of public viewing, so that
others may have an opportunity to know what is being proposed (beyond the
minimal information disclosed in the minutes)?

Are consumer projects convered by "education and community projects"?  If not,
why not?
