The $11 charge applies to 3rd level hostnames/domains under the
currently released 2LTD's.  It does not have to carry on past that
level.  I can register a domain such as mysite.net.au and then release
sub-domains under it for free if I wish, or charge for them.  What I'm
suggesting is that with the geographical domains, city.state.au be
released under the current pricing structure but with restrictions how
how sub-domains/hostnames may be sold/handled.  The idea being that all
of the hostnames irrespective of 2LD (state or 3LD (city)) are handled
in a similar way with similar pricing structures.
