Bruce, an IP address has no intrinsic value, even after years of belonging
to a domain name.  We're mnemonic animals, we humans.  In any case if I were
to change my service provider, my domain name would remain but my IP address
would change invisibly to my customers.

If I'm correct, the likes of Telstra do not guarantee a static IP address,
and even if you do pay for one, it's only assigned to you - you don't own
it.

I think you'll find that an IP address refers to a server which may house
dozens or hundreds of domains, so your analogy doesn't hold.

My point is that there are circumstances in which current policy can
severely penalise a party, inadvertently I'm sure.  I would expect that the
new policy takes note of these, and provides for such anomalies where they
exist.   I have no problem with a business closing forfeiting its domain
name.

Well a better analogy is you retain your IP address.
The ".com.au" name is a licence, which reflects that you meet the
eligibility requirement for a ".com.au" licence.    In all other licences if
you are no longer eligible - then you lose the licence.

In most cases I can't see a problem with continuing to use a domain name for
business, in Australia.  The rules should be flexible enough here.  If on
the other hand your business has been forced to close, then the licence
should also be removed.  e.g if you are convicted of drink driving, you lose
your licence.

If you wish to use the domain name for something else, then register the
same name but a different suffix (e.g domainname.info, or yourname.name).
