The compromise moves away from a proposal to force ICANN to create a new dot-kids domain. Apparently, the DOC was looking for registry experience and a willingness to criticize the UDRP. NeuStar is a partner in NeuLevel, which has experience running the dot-biz registry and is currently embroiled in litigation over allegations of running an illegal lottery. As for its views on the UDRP, the NeuStar application includes a proposal for a new usDRP, modeled after the ICANN UDRP, but adjusted to fix the flaws that it believes currently favor domain name registrants at the expense of trademark holders.
