Bruce, As was pointed out to you, Adrian and Theo by representatives of NOIE at the meeting we held at the end of August, comparisons between auDA and ACIF are inappropriate and misleading. ACIF is an industry owned, resourced and operated company. auDA is a not-for-profit organisation that (at present) sources its funding from the industry by agreement. ACIF is not the "self-regulator of the telecomms industry", it is an industry self-regulatory body that facilitates the development of industry standards and codes. The Australian Communications Authority (ACA) (a statutory agency) is responsible for regulating the telecommunications industry, including consumer protection responsibilities. It is therefore more correct to describe the telecommunications industry as a co-regulatory model (shared between government and industry). In contrast, the domain name industry is a purely self-regulatory model. (While the ACA has reserve legislative powers, it plays no active role in regulating the industry.) In effect, auDA's role combines that of both ACIF and the ACA. See http://www.auda.org.au/budget/index.html The operating expenses for 1 July 2001 to 30 June 2002 are $903,163 compared to $747,464 for the corresponding period last year. The additional expenses for reforming the ".au" space are $354,000. auDA has published correspondence between Melbourne IT and auDA on this issue. Melbourne IT (see http://www.auda.org.au/budget/MIT_offer_21-9-01.pdf) notes that the cost of regulation in this domain name industry is of the same order (within a factor of 2) as the cost of the ACIF self regulator for the telecomms industry which is 1000 times the size of the domain name industry. Melbourne IT believes that the budget should be subject to a public comment period as is usual for the ICANN budget. The auDA announcement does not seek public comment, but if you have any comments I recommend they be sent to Jo Lim (jo.lim§auda.org.au) with a copy to this list (assuming that this is the only public forum on this issue).
