Grant, It happened because Robert was delegated to be the .au country code delegate/manager by, to quote todays SMH, "the international group of academics and technicians that first ran the nascent Internet". The reason we have .com.au, .net.au, .org.au etc is because Robert decided that was how .au would be organized. Over the years, Robert has delegated some of the second level domains to others. Thus, auDA is the delegate of .com.au but subject (at the moment) to various agreements with Melbourne IT. Robert still retains the .org.au delegation himself and the 'higher authority' is the delegate of .au which is, at least for the moment, Robert. If you have been following the list and/or the IT sections of the press you will know that auDA has now applied to ICANN to re-delegate the .au domain to us (full details are available at http://www.auda.org.au/redelegation/ ). We would like to have done this with Robert's consent but, unfortunately, he has not responded to our requests. In the event that we are successful in persuading ICANN to re-delegate, then we will be in a position to do something about .org.au.
