I think the most common reason for this is not putting evidence of incorporation (such as a registration number), or a clear explanation which shows that it is a genuine (legally recognised) organisation and explains why it lacks a registration number. Another one is sub-organisations that try to apply for a separate domain name from their parent organisation. Unless the sub-org is an legal organisation, it should register under the parent's domain (eg: melbourne.catholic.org.au is a good domain name).
