Robert Elz never delegated the com.au space to Melbourne IT as such.
In 1996 he asked Melbourne IT to assist with administration of com.au
(basically what we would call a registrar these days).

Robert retained oversight of com.au himself until November 1999 when he
delegated the overall authority for com.au to auDA (but subject to the
requirement that auDA must honour his previous agreement with Melbourne IT
which basically allows Melbourne IT to be a registrar for 5 years, until
October 2001).
