David, you have to consider that the granting of another licence will have 
no effect if access to the com.au zone is not included. kre can remove 
delegation of that zone from MIT, but cannot capture the existing zone and 
customer billing information without INA's cooperation.

So without INA, either Australia loses its 100K+ Names or the status quo 
remains.
