For registration of State Government domain names, the AUNIC application
form that you fill out (http://www.aunic.net/) is processed by the Office
of Government Online (http://www.ogo.gov.au/domainnames/) which then
requests approval from the relevant State if a state government agency is
registering.  

Unfortunately this does introduce room for error in communication between
the State and Federal authorities.  There needs to be an internal
automatic checking mechanism as delays can result in the current
situation.
