They're hardly going to be interested in one posting in a hundred. They don't have the time or the interest to follow the list -- but, as Geoff says, they'll be one of the parties annoyed enough to kill the process if they're not consulted. In summary, using the e-mail list as a form of concultation barely begins to touch the number of people that need to be consulted. Rather, using the list to develop a proposal, documenting it, and starting to negotiate with an open mind with the interested parties using the standard draft proposal and presentation mechanisms seems more likely to succeed. It's nice to see that this is what Kate and others have started to do.
