To a large extent the development and enforcement of good naming policies for .edu.au and the like has rested with your subjective assessment of each application against the broad policies for each domain. This has allowed the rejection of names simply because they are "bad" for the structure of the DNS or are plain silly names. Documenting these subjective criteria into bullet-proof objective criteria would possibly be more painful than the continued operation of the current system. You only have to compare the utility of names in .net.au and .com.au with those in .edu.au and .gov.au to find that subjective assessment by a cluefull individual has been superior to the objective criteria used in the commercial domains. If it's a question of workload, then perhaps nominating a co-registrar with more spare time is appropiate? It seems a shame to let the commercial-domain diseases spread to other domains.
