This is ok I suppose until they privitise the role and Network Solutions
being the 'world best practise' in this field move in and take over. 

Then all hell breaks loose.
Peter Gerrand raised this scenario at the last meeting and especially
given the current trend of 'outsourcing' IT putting these roles into
government hands would be bad.
